Company Overview: As a Cybersecurity, Information Technology, and Management Consulting firm focused on assisting our clients proactively mitigate cyber threats, RedTrace Technologies is seeking an experienced Intermediate Project/Program Manager to lead and manage Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) and cybersecurity-related projects. This role requires a strong background in program management, team leadership, and procurement processes within the Department of Defense (DoD) and Federal Acquisition Regulation (FAR) guidelines. The ideal candidate will have a proven track record in managing technical programs involving design, development, production, installation, and test & evaluation of cybersecurity or computer network defense programs.


Position Description:
The below duties and responsibilities will be required for the ideal candidate to be successful in this role:

Key Responsibilities

  • Oversee and manage C4ISR or cybersecurity/computer network defense programs, ensuring all project objectives are met.
  • Supervise project personnel and teams, including assigning tasks, monitoring performance, and ensuring timely project execution.
  • Develop, manage, and maintain project schedules, ensuring alignment with contract deliverables and stakeholder expectations.
  • Lead the design, development, production, installation, and test & evaluation of cybersecurity systems or computer network defense solutions.
  • Manage the procurement, ordering, and transportation of equipment and materials in compliance with DoD procurement policies.
  • Prepare and submit proposals, bids, and project reports, ensuring accuracy and compliance with contractual and regulatory requirements.
  • Coordinate with cross-functional teams, stakeholders, and government agencies to ensure seamless project execution.
  • Identify and mitigate project risks, ensuring adherence to scope, budget, and timeline.
  • Ensure project compliance with Federal Acquisition Regulation (FAR) and DoD procurement policies.
  • Lead program performance reviews and provide briefings to senior leadership on project status, risks, and mitigation strategies.
  • Foster strong relationships with clients, vendors, and stakeholders to facilitate program success.
  • Utilize project management tools to track milestones, resource allocation, and project progress.

Required Qualifications

Education:

  • Bachelor’s degree in any technical or managerial discipline.

Experience:

  • Ten (10) years of direct work experience managing C4ISR or similar programs/projects.
  • Eight (8) years of direct work experience in the design, development, production, installation, and test & evaluation of cybersecurity or computer network defense programs.
  • Experience managing teams, including supervising personnel, scheduling tasks, and coordinating work assignments.
  • Hands-on experience in writing proposals, preparing bids, and managing contracts.
  • Experience with ordering, procurement, and transportation of equipment and materials for large-scale projects.
  • Strong understanding of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures.
  • Proven ability to communicate effectively both verbally and in writing, with strong presentation and documentation skills.
  • Demonstrated ability to manage multiple tasks simultaneously and meet deadlines in a fast-paced environment.

Preferred Qualifications

  • Project Management Professional (PMP) or Certified Scrum Master (CSM) certification.
  • Experience with DoD acquisition processes and lifecycle management.
  • Familiarity with C4ISR technologies, cybersecurity frameworks, and network defense strategies.
  • Experience working with government contracts, compliance requirements, and financial management tools.
  • Strong problem-solving, risk assessment, and decision-making skills.
